HACCP is mandatory for any company that manufactures, processes or distributes food in the European Union. And yet the way most medium-sized companies manage it is still the same as twenty years ago: folders of paper sheets, records written by hand at the end of a shift and filing cabinets nobody reviews until an audit arrives. What is HACCP and why is it mandatory?
HACCP stands for Hazard Analysis and Critical Control Points. It is a food safety management methodology that identifies points in the production process where a hazard (biological, chemical or physical) could compromise food safety, and establishes controls to prevent it.
Its mandatory status in Europe is established by Regulation (EC) 852/2004, which requires all food business operators to implement and maintain procedures based on HACCP principles. In Spain, AESAN (Spanish Agency for Food Safety and Nutrition) and the competent authorities in each autonomous community are responsible for monitoring and inspection.
The seven HACCP principles are:
- Identify potential hazards at each stage of the process
- Determine the Critical Control Points (CCPs) where those hazards can be controlled
- Establish critical limits for each CCP
- Establish a monitoring system for each CCP
- Establish corrective actions when a CCP is not under control
- Establish verification procedures
- Establish a documentation and record-keeping system
It is precisely that seventh principle — documentation and record-keeping — that generates the most problems in practice when managed on paper.
The problems with paper-based HACCP
Paper doesn't fail in theory. It fails in practice, and it does so in very predictable ways that any quality manager in a food plant will recognise:
Incomplete or incorrect records
The operator has been on shift for hours, is in a hurry and fills in the cold room temperature record from memory, rounding or estimating. Or simply copies it from the previous day because "it's always the same". These practices are common and not out of bad intention: the paper system generates friction and operators find shortcuts. The result is records that don't reflect reality.
Lack of traceability between records
On paper, the cooking temperature of a batch is on one sheet, the origin of ingredients is on another, and the machine cleaning control is in a different folder. If the temperature of a refrigeration unit rises above the critical limit at three in the morning, the paper system doesn't find out until someone arrives the next morning and records it. When a regional health authority inspector requests to see the HACCP records for the past three months, the quality team has to physically locate all those documents, verify they are complete and present them coherently.
