Allergen management is, along with surface hygiene and storage temperatures, one of the three main focuses of sanitary inspections in the food industry. And of the three, allergen traceability is where more companies are found to be non-compliant. Not because the regulations are ambiguous — they are clear and have been in force for years — but because managing them correctly with paper is practically impossible above a certain production volume.

The legal basis: Regulation 1169/2011

EU Regulation 1169/2011 on the provision of food information to consumers is the reference standard throughout the European Union for allergen labelling and declaration. It establishes the obligation to declare on the label the presence of any of the 14 compulsory-declaration allergens, both when they are ingredients and when they are possible cross-contamination contaminants.

The 14 compulsory allergens are:

  1. Cereals containing gluten (wheat, rye, barley, oats, spelt, khorasan wheat)
  2. Crustaceans and derived products
  3. Eggs and derived products
  4. Fish and derived products
  5. Peanuts and derived products
  6. Soya and derived products
  7. Milk and dairy products (including lactose)
  8. Nuts (almonds, hazelnuts, walnuts, cashews, pecans, Brazil nuts, pistachios, macadamia nuts)
  9. Celery and derived products
  10. Mustard and derived products
  11. Sesame seeds and derived products
  12. Sulphur dioxide and sulphites at concentrations above 10 mg/kg or 10 mg/litre
  13. Lupin and derived products
  14. Molluscs and derived products

The obligation is not limited to the finished product label. It also includes internal documentation proving that the company knows which allergens are present in each ingredient it uses, how the risk of cross-contamination on site is managed, and how the presence of an allergen can be traced through all affected batches.

What the regulation requires in practice

Beyond visible labelling, allergen regulations require food businesses to maintain a traceability system that allows them to:

Know the allergen profile of each ingredient

Each ingredient entering the company must have a documented technical data sheet with the supplier's allergen declaration. This includes not only allergens present as ingredients but also possible traces from cross-contamination at source. If the supplier changes their formulation or process, the company must be notified and update their documentation.

Control cross-contamination on site

Companies that manufacture products with and without allergens on the same premises must demonstrate that they have validated cleaning procedures between production runs, and that these procedures are recorded and verified. If a line produces nut bread in the morning and allergen-free bread in the afternoon, the company must be able to prove that the nuts cannot have contaminated the afternoon production.

Trace each batch from start to finish

If an inspector requests the history of a finished product batch declared "gluten-free", the company must be able to prove that all ingredients used in that batch had a gluten-free declaration, that there was no contact with gluten-processing facilities without intermediate cleaning, and that any applicable analytical checks gave a negative result.

Manage supplier alerts

If a supplier issues an alert because an ingredient they supplied may be contaminated with an undeclared allergen, the company must be able to identify within hours which batches of finished product used that ingredient and what has happened to them (still in stock, already distributed and to whom).

Why paper fails in allergen inspections

The central problem with paper in allergen management is that there is no way to guarantee that records are complete, correct and accessible when needed. The most common scenarios:

The inspector requests a batch history

With paper, reconstructing a batch history requires locating the production sheet for that day, cross-referencing it with the ingredient record, checking supplier data sheets for those ingredients and reviewing facility cleaning records. In a bakery that produces several batches daily, that can take hours. And if any of those documents is missing or incomplete, the company cannot demonstrate traceability.

The inspector asks for a list of batches affected by an alert

If a supplier has issued an alert about an ingredient batch, the company must be able to say immediately which products manufactured between certain dates used that ingredient. With paper, that search can take a full day. With a digital system, it's a query of seconds.

The inspector checks consistency between label and process

If the product is labelled "may contain traces of nuts", the inspector can ask to see the cross-contamination risk assessment and the cleaning records that support it. If those documents are not available or are inconsistent with the labelling, the company has a problem.
